sys4c990401.tar.gz is the snapshot of 4.0-CURRENT on 10 April 1999.
The patch snap_31_*.diff.gz is the patch agains 3.1-RELEASE.
This is why your patching failed.
So, patch directly the 3.1-RELEASE source with snap_31_19990920.diff.gz 
or use snap_sys4c990410_19990829.diff.gz.
