  Which "gram.h" is missing? If it is a usr.sbin/config.new/gram.h, it
is generated by yacc program automatically. Would you try following
step?

	$ cd ${ANYWHRE}/usr.sbin/config.new
	$ make clean
	$ make

At least in the newest cvsup version, I make sure that it makes gram.h.

  If you mention another "gram.h", I have no idea.
